Creates a timestamped message that configures the operation mode of the quadrature encoders.

timestamp double

The timestamp of the message payload, in seconds.

messageType MessageType

Specifies the type of the created message.

Returns

HarpMessage

A new timestamped message for the EncoderMode register.
