Returns a Harp message for the CoreVersionHigh register.

The type of the Harp message.

The value to be stored in the message payload.

HarpMessage

A HarpMessage object for the CoreVersionHigh register with the specified message type and payload.

Returns a timestamped Harp message for the CoreVersionHigh register.
